Korea apologises to Korean adoptees !

What's your opinion on this statement? Should Korea be more receptive on Korean adoptees, instead treating them as 'difficult and therefore ignore it'? Or should Korea give them full set of apologises of exporting their problems (bastards and mixed) abroad?
